Who normally buys cigarette snuffers from you?

If you want to make it obvious that a particular spot is for smokers, then get a post design. You can’t mistake it for anything other than a cigarette snuffer. If you have only a few smokers and won’t need to clean it out that often, a simple post will do. If you have more smokers than a few, then the urn style is better because it will hold more debris.

If you are in an industry that is family oriented, religious in nature, or in any way connected to health care, you probably do not want to make it look obvious that you are accommodating smokers. While it is wise to keep your grounds litter free, you may not want to make it look like you approve of the addiction.
