Do coin operated lockers really help regulate locker usage?

Yes.  Many facilities like bus terminals, airports, and some shopping malls can be accessed by the public 24/7.  Since anyone can enter the building whether they are a legitimate patron of the establishment or not, anyone off the street could claim a locker as his or her own simply by securing it with a personal padlock or combination lock.  Such a person could then leave their belongings in the unit indefinitely, effectively shutting it off from use by legitimate patrons.

Making people pay to use the locker incentivizes people, to some degree, not to abuse it.  However, a couple of quarters can be obtained by anyone who wants to walk in off the street and borrow a locker.  If this is a concern, your organization can issue tokens to customers or members.  This would allow management to monitor who, in a large and constantly shifting crowd of people, is using locker space.

What would prevent someone from storing contraband or weapons in a coin operated locker?

Nothing prevents a criminal from committing a crime.  That’s why a criminal is called a criminal.  However, nothing works better on a criminal than setting them up to get caught.  There are a number of locker door designs that allow law enforcement and management to see the interior of a locked unit.  There are also many surveillance technologies that can monitor the activities of locker usage through live video feeds or taped recordings.

Probably the best way to ensure legal, legitimate use of locker space is to utilize a combination of issued tokens, sign-in sheets, and surveillance.  You also need to let guests who are using the units know that they have only a limited amount of time to do so.  Personal items stored beyond a certain point can be legally removed by management provided you make guests aware of the policy and have them sign an agreement to abide by it prior to using the locker.

Are coin operated lockers good for public swimming pools?
Yes.  Public swimming pools are often free to the public and depend on city funding to stay open.  The money accumulated through paid locker can actually help pay for a portion of the operating costs of the pool.  Believe it or not, the money adds up quick when you have a facility that large numbers of people visit throughout the week.
