Anyone who walks into a public restroom hopes that they can find in that environment the same level of privacy and dignity that they experience at home. If people feel uncomfortable about a particular restroom, they will feel uncomfortable about the building it is in, and they may never return.
This is obviously bad for businesses.
Because of this, almost all public restrooms now use some type of restroom dividers to create private stalls around toilets and urinals. These partitions are used in both private and public sector facilities. They are found in the world of commerce, transportation, administration, government, defense, recreation, and education.
The simple fact of the matter is that every one of these sectors is operated by humans who have to go the restroom at some point in time during the day. Organizations that invest in bathroom partitions see to it that people are appropriately accommodated with the privacy they expect.
